The NEBOSH National General Certificate in Occupational Health and Safety is the most widely taken health and safety qualification in the UK with 100,000 people having achieved the qualification since its introduction.

The NEBOSH Fire Safety and Risk Management Certificate aims to build on the success of the National General Certificate.  It provides an appropriate breadth of underpinning knowledge for non-specialists in fire safety to enable them to discharge more effectively their organisational duties or functions with respect to workplace fire safety.  The course has been designed for managers, supervisors, employee representatives and others who are required to conduct and review risk assessments and fire preventative and protective measures within the workplace.

The techniques for effectively managing fire risks have much in common with those for managing any other type of health and safety risk.  Therefore the Fire Safety and Risk Management Certificate syllabus incorporates those elements of the National General Certificate syllabus dealing with health and safety management and these elements of the syllabus are assessed by A1 of the National General Certificate.  Candidates who have already achieved either the National General Certificate or a pass at Paper A1 within the previous five years will not need to retake this paper.  Their previous achievement will count towards the award of the Fire Safety and Risk Management Certificate.

The syllabus is divided into two taught units:

(A1) NGC1: The Management of Health and Safety

The first unit of the Fire Risk Management Certificate is drawn from the management of health and safety aspects of the NEBOSH National General Certificate and is examined by the management paper from the National General Certificate. Those who have achieved the National General Certificate or passed Paper A1 within the last 5 years will only have to take and pass the second Unit of the Fire Risk Management Certificate, and the Fire Practical Assessment to achieve the new qualification.

The contents of the two Units are:
